1. Background
Dashen Bank S.C. is strengthening its agency banking business as
part of its broader retail distribution, financial inclusion, and branch
optimization agenda. In this regard, the Bank intends to assess the market
and identify capable firms that may potentially serve as Master Agent /
Aggregator for its
agency banking network.
The Bank is therefore inviting eligible and interested firms to
submit an Expression of Interest (EOI)/ Request for
Information (RFI)/ for possible engagement in the recruitment, activation,
support, supervision, liquidity
management, and performance follow-up of agency banking outlets.
This exercise is intended as a market-sounding and
prequalification process. Based on the outcome, Dashen Bank may shortlist qualified firms for a subsequent
Request for Proposal (RFP)/Request for Quotation
(RFQ).
2. Objective of the Assignment
The objective of this RFI/ EOI is to identify and
prequalify firms that have the institutional, operational, financial, and technical capacity to act as Master Agent /
Aggregator for Dashen Bank's agency banking
business.
3. Scope of Interest
Interested firms should be able to demonstrate capacity in one or more of the following
areas:
i) Recruitment and onboarding support for agent outlets
ii) Agent activation and business development support
iii) Liquidity support and/or rebalancing arrangements
iv) Field supervision and performance monitoring
v) Training and operational support for agent outlets
vi) Branding rollout and visibility support
vii) Reporting and management of distributed service networks
4. Required Qualifications Interested firms should demonstrate, at minimum:
i) Legal establishment and operation in Ethiopia
ii) Relevant experience in agent network management, merchant/distribution network management, telecom/payment-related field operations, or
similar channel-based businesses
iii) Adequate geographic reach and field operating capacity
iv) Sufficient financial strength to support the proposed role
v) Sound governance, compliance, and operational control arrangements
vi) Basic technology and reporting capability relevant to managing distributed networks
